Power level is basically your average strength and Ki level. On Rise Past Glory we use PL as a sign to tell who's stronger and who's not. In battle not everyone can sense power level except those who have learned how to do so or those who use scouters. There are various ways of gaining Power Level and here's a list of them.

Gaining PL:
Quests
Battling
Tournaments
Training
Role Playing
+Many other ways which are not necessary to post.

As stated there are many ways to gain PL and what i listed was just a few!
